Lake Como With a Dog: Where It Is Allowed and on What Terms
Official rules for a dog on Lake Como: boats, trains, cable cars, villas, the Dervio Dog Beach, parks and the rules of Como and Lecco, with the gaps stated.
With a dog on Lake Como the rule changes at every gate. On the boat, dogs under 50 centimetres at the withers travel free; at Villa Carlotta you enter the park on a lead but not the museum; at Villa Melzi you can enter the museum too; at Dervio there is a fenced area where the dog can be off the lead. This guide reports, for each means of transport, villa, area and municipality, what the official source says.
The sources are the operators, the municipalities, the park authorities and the Region, read on 6 October 2026. «Not stated» means the page we read does not say, and we do not infer it: neither a permission nor a ban. Many pages carry no date, and where the text is older than this year we say so.

Lake Como with a dog: boats, trains and buses
Boats and ferries
The Navigazione Laghi fare list in force from 1 April 2026 contains an extract of the carriage conditions updated to January 2018, which for dogs refers to the Health Ministry order of 6 August 2013. Dogs are admitted under the owner’s responsibility, who must use a lead, at most 1.50 metres long, and carry a muzzle, rigid or soft. The captain may ask for it to be put on in risk situations, and may limit or refuse boarding when it is crowded or for safety reasons. The dog may not take a seat and the owner must be able to pick up droppings.
Under 50 centimetres at the withers carriage is free. Above 50 you pay fare 1.50 on a single or 3.50 on the day ticket, with no fast-service surcharge: for a large dog from Como to Bellagio, by our reading, that is 6.00 euro for a single or 13.50 for the day ticket (the tables are in the guide to boat tickets). The list does not say how a dog of exactly 50 centimetres is treated. Guide dogs for blind and deaf people and those of the police or rescue services on duty do not pay. NaviTap contactless payment cannot be used when travelling with animals.
Two older sources say something else. The Mobility Charter, which the operator’s site keeps online but which carries «Edizione 2011», provides a ticket for each animal and the muzzle always worn by medium and large dogs. The Comune di Lecco page, updated on 3 April 2025, says that on the ferry a ticket is paid for each animal. We follow the 2026 list, which is the most recent; for the ferries with vehicles we found no rule on dogs in the dedicated list.
Trains
According to Trenord, small domestic animals may travel in a carrier of up to 70 × 30 × 50 centimetres, and dogs with a muzzle, a lead and the dog registry certificate. Carriage is excluded on weekdays, Monday to Friday, from 7 to 9.30am and from 5.30 to 7.30pm, and is free on journeys within Lombardy’s fare boundaries; for journeys outside the region or across the border an animal surcharge is needed. Guide dogs for blind people are always admitted. The page has no date.
Buses
ASF Autolinee admits one small dog for each traveller with a travel document, with a lead and a muzzle, held in the arms close to the person and never on the seats, and always with a ticket at the fare in force. Carriage may be refused if the bus is crowded, and guide dogs for blind people travel free, unless the person already has a companion who travels free. The page does not say what counts as small nor admit larger dogs.
The Comune di Lecco writes, for the city’s public transport, that all dogs must have a muzzle and a lead, that a ticket is paid for each dog and that at most three dogs are allowed per vehicle. The page does not say which operator it means: we read it as the rule for Lecco’s urban buses.
Funicular and cable cars
The Como-Brunate funicular charges 3.60 euro for «bicycles, animals, prams and other parcels» (at most 50 × 30 × 25 centimetres) from 1 September 2026; guide dogs for blind people travel free and other dogs must wear a muzzle. On the Argegno-Pigra cable car the item is 3.30 euro and the muzzle rule is the same, but the fare list carries no date and was created in June 2025. On the Piani d’Erna cable car dogs of any size pay 3.00 euro, with lead and muzzle compulsory (the ticket office sells a muzzle for 6.00 euro).
A warning: the Comune di Lecco page, updated on 3 April 2025, says the dog’s ride up to the Piani d’Erna is free, but the operator’s list in force from 1 September 2026 says 3.00 euro, and that is the one that applies. The Piani d’Erna cable car is closed until 31 October; hours and closures of all three systems are in the guide to funiculars and cable cars.
Villas and gardens: the park yes, the interiors almost never
At Villa Carlotta entry to the park with a dog is allowed only on a lead; the dog must always stay on the path and going on the grass is forbidden. The museum is forbidden to dogs, except guide dogs for blind or partially sighted people. The Villa del Balbianello admits dogs in the garden, always on a lead, and in the buildings only guide dogs and assistance dogs with a training certificate, these too on a lead. For guide and assistance dogs the FAI service charter (revision 01/2026) confirms it too.
At Villa Monastero dogs are welcome only in the garden, on a lead and with hygiene bags, according to the hours page. The rules in PDF, uploaded to the site in February 2026, forbid bringing animals into the house museum, except guide dogs, and add that in the garden animals must be on a lead and, «if necessary», muzzled.
In the Villa Melzi gardens, in Bellagio, dogs are admitted on a lead and with bags, and can enter the museum and the chapel too. It is the sharpest difference from Carlotta and Monastero. The villa itself is not open to visitors.
The park of Villa Olmo, in Como, has a municipal regulation (managerial order 339 of 1 December 2023): dogs and other pets may enter only along the avenues, on a lead and under the owner’s supervision, who must pick up droppings; letting animals into the green areas is among the forbidden conduct. The Comune’s page, updated on 18 March 2026, says the villa is closed for restoration and the park is open.
For Villa Serbelloni, Villa Vigoni, Villa del Grumello and Villa Cipressi the official pages we read do not mention dogs: anyone travelling with a dog should call them first. Hours, prices and how to enter the villas are in the guide to the villas to visit in 2026. None of the pages read states an extra charge for the dog.
Beaches: the Dervio Dog Beach
Dervio’s dog beach is in the La Foppa area. It opened on 9 August 2019, with its entrance from piazza XI Febbraio, and the mayor of the day presented it to Prima Lecco as the second dog beach on the lake. The page on the Foppa beach describes the place.
The municipal regulation for access to the dog area, approved by the council on 13 April 2022, identifies the area at the Dog Beach and the one where fishing trestles used to be kept. The area is fenced, free and open every day. The dog may be off the lead and without a muzzle, but under the owner’s constant supervision, who must have the lead with them and use it when needed.
The conditions are specific. The owner must be over 16; the dog must be identified with a microchip, vaccinated and treated against parasites as the law requires; females in heat are banned, and so are dogs recognised as dangerous when other dogs are present. At most six dogs may be in the area together, and if people are waiting outside the stay must not exceed 30 minutes. Food, training (except authorised initiatives) and a dog staying without its companion are forbidden. Breaches cost from 25 to 500 euro.
The regulation does not say whether the dog may swim nor does it mention a bathing season: «open every day» refers to the area, not to the service of an equipped beach. At Perledo, in the Malpensata area, there would have been the first dog beach on the lake, according to the 2019 press (Lario News) taken up in the Foppa page; we did not find a readable official act of the Comune giving its rules and season, and we do not describe it. As far as we have read, there is no official list of the beaches on Lake Como where dogs are allowed.
The water-quality classification, discussed in the guide to the beaches, concerns people who swim: we did not find health notices on the lake water meant for dogs.
Parks, paths and mountain huts
The Spina Verde Park in Como publishes on its site, among the regulations, the text of the Natural Park Regulation, approved by consortium resolution no. 3 of 24 April 2007 and published in the Lombardy Region’s Official Bulletin of 20 June 2007. Article 21, on paths, says dogs must be led on a lead «or, as an alternative, wear a suitable muzzle». It is a 2007 text: we have not checked how it fits with later municipal and ministerial rules, which ask instead for a 1.50-metre lead and a muzzle to carry.
The Monte Barro Park answers, in its questions on Villa Bertarelli (the park’s headquarters), that access with dogs is allowed as long as they cause no problems, on a lead and, if necessary, muzzled. It is the rule of that site, and we do not extend it to the mountain’s paths: the visitor regulation we read says nothing specific about dogs. For the Pian di Spagna and Lago di Mezzola Nature Reserve we found no rule on dogs, and for the Greenway of Lake Como and the Sentiero del Viandante we found no specific rule on dogs.
The Rifugio SEV site, on the Corni di Canzo, says animals are not admitted inside the building. The text says nothing about the paths leading to it or about the outdoor spaces.
Como and Lecco: leads, droppings and specific bans
Como’s urban police regulation (approved in 2019 and last amended on 4 June 2025) asks, in public places and places open to the public, for a lead at most 1.50 metres long, dog areas excluded, and forbids keeping dogs on a chain, except for certified health reasons or temporary safety, and using choke or electric-pulse collars. Whoever walks a dog must always carry a muzzle to put on in case of risk to people and animals, and pick up droppings, having the tools to do so.
The same regulation forbids swimming in the lake and in streams outside the signed areas, and «immersing objects or animals» in fountains, basins and «in genere in qualsiasi superficie acquea pubblica» (generally in any public water surface). The text does not name dogs nor say what applies to a dog that goes into the water on its own: we report it as it stands.
In Lecco the Comune’s page «Vivere con il cane» recalls the order of 6 August 2013: a lead of at most 1.50 metres in urban areas and places open to the public, dog spaces excluded, a rigid or soft muzzle to carry, droppings to be picked up. An order of 12 September 2012 (protocol 39126) bans dogs and other pets from two specific places, the Sensory Garden in via Sora and the garden in via Crollalanza inside the condominium area, with the exception of dogs accompanying blind people. The Comune’s page sums the ban up as referring to the two streets, but the text of the order concerns the two gardens, and we keep to the text. We did not check whether it has been revoked.
Dervio’s regulation on the presence of dogs in public areas dates from 2007 and asks for a lead or a muzzle, with a lead no longer than 3 metres when used on its own. The same caution as for Spina Verde applies to its relation with later rules. The 2013 ministerial order, cited by the Navigazione list and the Comune di Lecco, is cited in the terms in which they cite it: we have not reconstructed whether and how it was extended or replaced.
The heat
The guidance on heat comes from the authorities, and we have not added any. The Ministry of Health, in a page updated on 25 May 2026, recommends among other things always leaving fresh water available and avoiding walks in the hottest hours. ATS Brianza, in a press release of 27 July 2026, advises carrying water, choosing early morning or evening and checking with your hand that the ground is not too hot for the paws. These are general warnings, and they do not say whether the lake water is safe for a dog or not.
What we did not find
- The rules on dogs of Villa Serbelloni, Villa Vigoni, Villa del Grumello and Villa Cipressi, which the official pages read do not state.
- A readable official act of the Comune di Perledo on the dog beach at Malpensata.
- A list, or survey, of the bathing orders of the Lake Como municipalities on dogs.
- The rules of the Pian di Spagna and Lago di Mezzola Nature Reserve and those specific to the Monte Barro paths.
- The Lombardy regional regulation of 13 April 2017 on the dog registry: the page did not open on our check.
- The conditions for dogs on the ferries with vehicles, and the rules of each individual fast boat.
- Dated news, between October 2025 and October 2026, on new dog beaches, orders or new rules on the Lake Como boats.
How we checked
Every rule comes from the page or act of the operator, municipality or authority, read on 6 October 2026; where a PDF has a creation or approval date we give it. We do not use «pet friendly» accommodation sites, travel blogs, forums or aggregators.
The search for sources was done with the help of artificial intelligence tools, and every rule was re-read in the original text. The check changed three things. The automatic search reported for the Como-Brunate funicular the 3.50 euro of the previous fare list: since September it is 3.60. It also cited among the means of transport the ATM rules for buses, trolleybuses and trams, which concern the Milan network and not the lake: we removed them. It treated the rules of Villa Monastero and of the Spina Verde Park as unreadable: we read both. For Spina Verde it had read the text adopted on 24 November 2006, which is on Parks.it; the text the park publishes today on its site is the one approved on 24 April 2007, with the same article 21 on dogs, and we cited that.
Frequently asked questions
Does the dog pay for the boat?
Under 50 centimetres at the withers, no; above, yes, with the reduced fare 1.50 on a single or 3.50 on the day ticket and no fast-service surcharge. The list does not say how dogs of exactly 50 centimetres are treated.
Is carrying the muzzle enough, or must the dog wear it?
It depends on the service. On the boat and in the regulations of Como and Lecco it must be carried and put on if needed. On the Como-Brunate funicular, the Pigra cable car and at the Piani d’Erna the sources ask for it on the dog. On ASF buses a lead and a muzzle are needed.
Can the dog enter the villas’ museums?
As a rule, no. At Villa Carlotta and Villa Monastero dogs are admitted only in the park or garden, and at the Balbianello only guide and assistance dogs may enter the villa. At Villa Melzi dogs can enter the museum and the chapel too.
Is the Dervio Dog Beach an area where the dog can be free?
Yes, according to the regulation of 13 April 2022: in the fenced area the dog may be off the lead and without a muzzle, under the owner’s constant supervision, who must carry the lead. The capacity of six dogs and the health conditions of the regulation apply.
Can you swim with a dog at every beach on the lake?
There is no official list that says so. In Como the regulation forbids swimming in the lake outside the signed areas and immersing animals in public water surfaces; for the other municipalities we did not read the orders.
